recommend proceeding on the above lines i.e. entrusting the harbour planning generally to Mr. Colman, in addition to his primary responsibility of creating a Port Trust.
5. I have kept this note free of detail which can be metter dealt with in discussion. The first step would be to engage Commander Newill and the prospective Secretary of the Port Trust and get them started in planning duties in London before Mr. Colman leaves the country at the latter/end of next month.
